Solved!
took cluster out of virgin mode for some reason and programed key, after programming key on the same key cycle program ecu to cluster. Weird but it worked for me.

So now its showing mileage and immo is on? no strange messages in cluster, no hazards lights on?

Yes safe has disappeared, blinkers work, key works perfect and unlocks doors fine. Only thing is when I get to a quarter tank I'm on empty! But I think the guy that owned my car improperly installed fuel pump or something.
