I bought a spare ECU MEG17.9.12, and I took firmware with immo off from online resources, and write it to ECU using KTAG. However, when I connect it to the car, and I measured the voltage on the large 2 pins as show in picture below, there's no 12V present. What could be the problem? given that, the original ECU I have does show 12V.

Also, there was only 1.86V present in the spare ECU instead of 12V. any thoughts what is causing this?
