Title: Boost pressure and throttle body question

I'm about to log my car to verify as logs show everything, but before I do I thought I would ask a quick question.
I have my b6 a4 with a f21 franker turbos which raises a dumb question, but let's ignore that for now. Let say I'm requesting 200 load in kfmirl, which is usually 20 psi on a k03 if everything else is set up correctly obviously. Now I install say a gt28 which can easily make 200 load.

1: If I keep the same mapping and swap turbo will me7 raise boost until 200 load is made which could be made at 16psi for example. I don't know there actual flow so don't quote me, it's an example.

Or

2: the Ecu will reach 20 psi as it did on the k03 and just shut the throttle plate to cause a restriction which makes it reach 20psi yet moderates how much air is flowing?

This is saying everything is correctly modified pids throttle body maps ect.

The load to boost conversion is covered in the wiki.

The LDR PID controls boost, not load.

Throttle plate control based on load target is feed forward, there is no PID.

The exception is idle and cruise control.

I did some reading and my thinking was way off. thanks for the quick info
