Title: Issue with a buddies car i'm tuning

So i've been helping my buddy get his car and tune sorted.  He just recently had the motor rebuilt with rods etc.  It is a K04 car with 72lb ev14 injectors.  We have been chasing a couple of issues.  First, the vaccum is low on the car, maybe 17-18 hg/in at best at idle and 24 on decel, compared to my car which makes a solid 22-23 hg/in at idle, and 28 hg/in on decel.  The car is trimming weird and I've adjusted TVUB and KRKTE to my hearts content and I'm getting no where.  It's trims are about 5-6% at idle and -5% at part throttle.  This is hinting to me that the car has a vacuum leak as its compensating heavily at idle for something.  We have checked over the car for boost and vacuum leaks for hours and cannot find anything.   The only thing suspect that has come up is there is a steady light stream of smoke that comes out of the oil fill when the cap is removed and the engine is running.  Same thing from the catch can lines when they are disconnected.  I'm thinking the rings have not sealed well and this is causing low vacuum and massive blow by?  Any help or insight you can provide would be greatly appreciated.

? I said my car makes -28 on decel, not idle

Also for this pondering cam timing issue, his block 93 is at -6 and -5, which I think is within spec?
