Title: program new key without old one?

I lost my key, but i immo offed my ecu so i didnt have to worry about it. over the coarse of time i have fixed / cleaned up a lot on this mk4, and now that this is the only real issue you left id like to fix it! I have programed new keys with vagcom and vagtacho but with the old key present. MY QUESTION IS I have the skc from the eeprom is there a way to program the key with out one paired to the car?

I'm 99% sure you can do it with vagtacho without an existing key.

Yes, but the transponder in the new key must never have been paired to that immobilizer ID.

Key Matching

Prerequisites:

    All keys are either new or were adapted to this car (IMMO-ID) before.
    You can match up to 8 keys.
    While adapting each key, make sure to place the other keys away from the ignition lock (reader coil). The passenger seat is an adequate place.
    Battery voltage at least 12.5 V.

Most important.
For immo 3
You need to have an active immo to adapt keys.
You cant do it with a immo off ECU.
