If you are over 20ms at 6000rpm your injectors are incapable of injecting more fuel and are effectively open non stop. If your injector ontime is less you could have an incapable fuel pump.

If the pump is not capable the pressure will drop on high load. The question is how accurate that is when you work with rising rate regulators, you would have to compare it directly with manifold pressure.
I would start by calculating injector capability, if you are around 80% duty for your hp numbers the injectors should be good and it is most likely fuel pump flow or pressure.
