For You that reside in warmer climates, that white stuff is something called "snow", the darker stuff in between is ice ;)

The whole point is to drive the same cars with same tires as You would drive every day to work on the street with other traffic. Spiked tires were forbidden as a general rule on this occasion as there would be horrors if regular street tires and spiked rally tires were used at the same time. There are of course other events for rally tires, this was meant for the average Joe to come and get to know their cars.
