sort of. That's a generalization. I can't think of many conditions where you don't want your turbo spooling as fast as it can WOT.

I can't think of too many myself. However, how about open throttle compressor stall from building too much boost in the lower rpm range from a larger then stock turbo? That sounds like another decent reason to me. My point is it exist for a reason and it makes no sense to get rid of it entirely.

For volllmers goal he would have better off setting cwmdapp to 8 and using KFLDRAPP to set wgdc at 100 with the throttle at 100 percent

IRL/IOP (they are inseparable) is to give the same feel across all conditions part throttle
IRL/IOP are torque to load and it's inverse. Nothing to do with any "feel" whatsoever. They are filled out on an engine dyno.
Same as tq2q in diesel.
