sort of. That's a generalization. I can't think of many conditions where you don't want your turbo spooling as fast as it can WOT.
I can't think of too many myself. However, how about open throttle compressor stall from building too much boost in the lower rpm range from a larger then stock turbo? That sounds like another decent reason to me. My point is it exist for a reason and it makes no sense to get rid of it entirely.
