What are the implications of trying this swap?  I'm trying to diagnose an issue where VCDS is no longer communicating with my cluster or my ECU and when I try starting the car it cuts out after 1 second of running.  My immo light does not flash to indicate a communication issue with the key but the car shutting down after 1 second points to an immobolizer issue. 

Would a non immo cluster remove the immo from my S4 seeing it is version II and not linked with the ECU?  I'm sure it can't be that simple.  I'm grasping at straws here.

No, the IMMO resides in the ECU, not the cluster.

You must disable immo in ECU, in forum is explained how (or with emulators you can find in ebay or similar)
The cluster does not show the key light simply because if has no immo there is no tha matching between immo and key BUT the ecu does not start. Pay attention that (in my experience) you can have lot of minors problem, for example gauge of temperature and speed showing wrong numbers....
