Which can be bypassed by bootmode (depending on the ECU, which the OP did not specify)

Correct, but afaik there is no way to disable reading in bootmode? Or BDM or JTAG or whatever interface a specific cpu uses?

Without hardware invasive mod of some sort probably not possible. I can imagine though that the very new / modern platforms to come would have the hardware level lock for any reading.
