Flashed 2003 AVH ECU with 1.8t AWP

I flashed my 2003 Jetta AVH code ECU with AWP bin file when I did a 1.8t engine swap. The only issue I have is the upstream O2 sensor. I checked wiring, it checks good. Cleaned up grounding points. The O2 sensor is only receiving 4 volts with the key on. Engine running O2 sensor plug pin 4 has less than 1 volt fluctuation(which is correct). Any ideas why O2 sensor codes keep popping up. According to Bently, I am the point where it says replace ECU.

They are not the same way it has hardware diffrences

Please elaborate? In the Bentley manual it shows both ECUs using the same pins and same resistance for the wiring through the ecu.

On what exactly? The 2l ecu is missing hardware the the 1.8t ecu has

Open it and compare with any 1.8t ecu photo
They're different
Some kind of o2 heater curcuit as been said
The chance of anyone spend a hours or a days reversing it and fix 5 bucks ecu are close to 0
