Seen many an OEM FPR have too small of a return hole to have correct pressure at low loads, so you end up needing an aftermarket FPR.
Yes. He should do that. Set it and forget it, and tune for that pressure. This is actually a pretty lengthy and pointless digression (I confess I'm partly to blame)
