I wonder why manufactures set the maximum duty cycle at 95%? It's because the wastegate is already closed at 95%?

To have better reaction from the solenoid by preventing sticking.
If you set it to 100% it can stick.

Depends on the solenoid of course, but clearly they felt it was necessary with the classic N75.

Thanks, I thought about it but wasn't sure because it seems I had never such a problem at least with VAG TSI.

In many solenoids 100% duty can overheat the solenoid.

Don't forget, a solenoid is basically a wire coil. Impedance is 0 for DC, which means unrestricted DC current of V/R (power = V^2/R where R is the DC resistance of the entire circuit).

with a duty of <100 there is enough impedance to cap the current.
