In many solenoids 100% duty can overheat the solenoid.
Don't forget, a solenoid is basically a wire coil. Impedance is 0 for DC, which means unrestricted DC current of V/R (power = V^2/R where R is the DC resistance of the entire circuit).
with a duty of <100 there is enough impedance to cap the current.
