ME7.1.1 A8 Problems.

My friend purchased an A8 that was flooded. The water came up to the carpet and wet the kessy unit and replaced with a new unit before he got his hands on the car. After taking the kessy and ecu out it appears that the ecu eeprom was desoldered and is "virginized". When using a scanner it seems as though both are improperly coded and x's display for the vin and also appeared the same on the dump. I pulled the data using carprog.
What should be my next step as we don't have access to the original kessy or original ecu dump?
