What I read:

I just joined this site and want someone to define my file so I can add launch control.

Regardless, the rules are very clear. Post an original file with ALL REQUESTS.

What are you trying to achieve?

You might be able to add a soft limiter with the stock maps like in ME7, but a hard limiter will need custom code like everything else.

Another thing: The map pack is basically useless without an original file that matches. There are so many software versions in MED9 - and most people do not want to spend a lot of time (hours) trying to make your definition match their own. It is so much easier with a matching original to compare with.
