Voltage on actuator outputs ME7?

Hello guys!
My Audi RS6 c5 would not start. No faults in ECU and i have a start RPM.
So i did some measurements and noticed that all the actuator connections on the ECU which supposed to switch to ground have 3.2volts on them when the ignition is on.
Is my ECU bad? And what could coursed something like this?
