Is it possible to flash edc17cp14 from passat 2008 over the obd ?? Mpps clone ?

Yes you can flash it over OBD using VASPC or VCP.
If you want to read/write a full dump then you must use bootmode with Galletto for example (you need to open ecu).

ok so than it is better to do it in bootmode, than I will have full backup if something goes wrong ? what do you use to close ecu case ?
