stuck in open loop and super rich idle

2003 A6 2.7t k24 5120 file
so im trying to set readiness this week for an inspection and i cant get evap cat sai or o2s to set after 40+ miles. I start looking into live data and find that im in OL-Drive most of the time. Because of that I've noticed im not learning any fuel trims and i have to be below about 14% load to stay in closed loop. So my front o2s are saying im idling at .7-.8 with no rich lean swing like youd want to see as the car hops around stoich. it is my understanding that closed loop should be on almost all times except start up, WOT and coasting.
what i cant solve is what is keeping me out of closed loop and making my requested afr at idle so rich.
Ive gone back over my tune and cross referenced it to a stock file and dont see anything amiss. Last year i used this same file to convert to gt500 injectors. back then trims and closed loop worked fine and i was learning LTFT's. a month after that i got an inspection and set all readiness. I dont believe this is in software but more lies in hardware. Will dead rear o2's cause this much non-sense? Ive attached 30 sec idle log with about 10 sec idle then i use pedal to hold around 1500 rpm then back to idle. Any help is appreciated.

second o2 heater dtc may cause this

remove the rear o2's via eskonf, see if that gets you back into closed loop. If that doesn't work, do the same for SAI and EVAP.

UPDATE:
Went back to a stock 551r file and ported my changes to that. Reflashed last night and closed loop is fixed. After i get my sticker ill try and isolate where the 5120 551r i sourced from nefmoto is always like that or that i screwed it up when i modified it. When i figure it out ill follow up. Thanks for your time guys.
