B5.5 Passat RX Timeout when reading ECU

Been having some trouble on my project car, when using K+Commander or EepromProgrammer, 9/10 times I instantly get Rx timeout error. The other 1/10 no communication after 3 attempts.
I've tried on genuine XP, as well as windows 10, tried using a ch340 and a different ft232 wire, no luck. Im able to read on both my other passats, not sure what could be causing the issue.
