EDC15VM+ speed limit

Hello! I need help to set speed limit so the car only do 30km/h, is that possible?
Its a Swedish "EPA tractors" so the car is only allowed to do a max speed of 30km/h
Read with IOT terminal, 2 flash and eeprom
