To read it, you need to desolder the chip from the board and use an external programmer with a PLCC44 adapter.
A desoldered chip cannot be reprogrammed.
To write a new firmware, you need a new M27C1024 or analog.
It can also only be programmed once.
Also can be used flash like AT29C1024, but must made slight modification on PCB.
