I've removed my rear oxygen sensor and am getting a P1118 rear o2 sensor heater code. I have a 2000 A4 1.8t with the 4b0906018P ecu

What I've done:
CDKAT -> 0
CDKAT2 -> 0
CDHSH -> 0
CWDLSAHK -> 0
CDLSH -> 0
CWKONLS  -> 1

However, two different XDF files I have seem to have conflicting locations for what these values actually are. I've been using the map labeled 4B0906018P ATW 1.1, but when I open the bin with the other definition file (4B0906018P 352750) the values seem to be unchanged from their originals. Can anyone take a look and help me out? I've been searching and can't really tell what the locations are supposed to be so I've been poking around in the dark a little bit.

oh I forgot to put that in the post, ESKONF was the first thing I changed (which I think worked because I haven't gotten a code for my SAI delete)

If this is not for educational purposes then flash APU file on it and call it a day. It's exactly the same engine but without rear 02 and SAI. 018AA for example.

I'm unfortunately trying to modify a tune I already have, I'm just unsure of what there is left that I haven't changed. What specific bit is responsible for the P1118 code, the sensor heater circuit being open?

There is a second esconf right after the first one sometimes

There is a second esconf right after the first one sometimes
Atw is only has one its a auto only or manual only software.

I have ESKONF set to FF FF 00 F0 FF FB 3F, which to my knowledge and according to S4wiki should disable the rear O2 heater code (byte 3 0011 to 1111). For my XDF, ESKONF is located at 15179. I'm not sure if there's something else I'm missing.

These are the results I get, it looks like LSHHK is set to 11 for both potential locations

Are you checksumming the file properly?  Have you tried other modules to see if you can disable or enable the diagnoses for them?  What are you using to load the file to the ECU? Did you clear the code after flash?

I'm using ME7sum, across a few different files. It returns all clear when I check the file again.
I've been able to successfully code out all of the catalyst stuff and all of the secondary air injection stuff, no codes for anything at all with a test pipe and SAI delete other than the P1118 after physically removing the sensor.
I've been using NefMoto to flash to the ECU and it's worked perfectly.
I've cleared the code a few times, it comes back on start.

there are still things from the wiki to try

Catalyst Heating
FKHABMN (0x1937D) - set to 0 if you do not have cats.
You can also try

FHOKH - set to FF FF Smiley

Cat and O2 complete removal and DTCs
If you want to remove your rear O2s and cat entirely, and ESKONF alone does not work, set these to zero:[65]

CDHSH = 0 - Post cat O2 heater diagnosis
CDHSHE = 0 - Post cat O2 heater amplifier diagnosis
CDLATV = 0 - Lambda sensor aging diagnosis (tv) in OBDII-Mode (inverse: EURO-Mode)
CDLASH = 0 - Lambda sensor aging diagnosis (SHK) in OBDII-Mode (inverse: EURO-Mode)
CDLSH = 0 - Post cat O2 sensor diagnosis (see note below about ME7.1.1 and ST10)
CDLSHV = 0 - Lambda sensor sensor interchange recognition (N/A for vehicles equipped with a single post cat sensor, IE 1.8t and certain vr6)
CWKONABG (0x181B9)
CWKONABG.0 = 0 - for ME7.1, ME7.1.1, B5 A4 & TT ME7.5
CWKONABG.0 = 1 - for B6, B7, Exeo etc. ME7.5
CWKONLS (0x181BB) - Vehicles with 4 installed sensors (2 banks) - change from 51 (0x33/00110011b) to 17 (0x11/00010001b)[66] Vehicles with 2 installed sensors (one bank) (default value 3), set to 1. When setting CWKONLS CDLSH must also be configured to prevent malfunction in circuit DTC's.
CWKONLS.1 = 0
CWKONLS.5 = 0

It looks like my locations for CDHSH and CDHSHE may have been wrong, I'll flash the new file with those changed and report back as to whether they helped.
