well.. lower is generally better.. but i would say 25-30 deg above ambient air would be to consider HIGH.

I would say if IAT has the munchies or is extremely relaxed it is probably high.

Do a full third gear pull from 2000 to 7000 RPM at WOT.
Note the lowest and the highest IAT. This will be your delta.
If your delta exceeds 20 degrees, you are probably running too much boost.
As a rule of thumb you want it between 15 and 20 degrees tops.
I will probably get flamed to hell for this post, but perhaps it'll help someone.

Also , the approach temp (diff between ambient and cooler exit temp) must not be more than 20 deg C - that considered poor cooling if it's higher. Trying to get less than 20 is the law of diminishing returns as you need substantially larger area , however this causes other problems.
Good rule of thumb advice I think , WMI would assist in bringing the approach temps down further , however WMI is a band aid and not a cure

I'd also make sure that on really hot days, you aren't pulling to much timing due to elevated IATs. If you are, and bigger intercoolers don't help (they often don't), then WMI or pulling boost is all you can do.

Thanks for all the help guys, i didn't have a chance to get back on the forum for a while.
My issue was def high ambient 96*f+, and trying to tune for high boost W/ a tiny inter-cooler. Bigger inter-cooler and wmi was a bandaid, but i pulled some more timing and held off on increasing the boost till recently where temps have dropped here in new England.
