VW MED9.1 Limiting throttle under load

I've been trying to get a K04 swapped Golf to keep it's throttle open throughout the run but throttle seems to be erratic. It will open up to 100% then down to 40% and gradually increase.
I have changed all KFMIOP, KFMIRL, LDRXN tables and adjusted axis to suit with no avail.
Can anyone let me know as to what may be limiting throttle opening?
