ok, so ive had a few ecu's like this recently.
one someone thought they had shorted a pin or 2 two on the board but wasnt exactly sure. ecu would randomly crap out in the middle of flashing. replaced 800bb with a known working one but mpps would error on "erasing flash" and say there was no response from the ecu. 1.8t, me7.5.
the ecu i have here now the person is pretty sure they shorted ground (with no resistor) to pin 23 when trying to boot mode the ecu. 2.7t, me7.1.1.
same symptoms as the previously mentioned ecu. mpps will id cpu and flash, will read ecu, but when trying to program ecu it fails on "erasing flash"/no response from ecu.

would love to get at least 1 of these ecu's back up and running. but not really sure where the problem may be.
i would pull the 800bb from the second ecu and see what it does in a programmer but i feel something is really damaged and it may not be worth the effort.

any comments?

What is the voltage you are sending to the ECU?
I had problems similar to this using higher volts. 13-14.
I dropped it to 12.5 and never had an issue since.
