What's the point of building something that is slower than 3.0TDI?
There really isn't.

Use a modern 360-400hp turbo or pick a larger displacement engine.
On the street the 500 or 550hp 1.8T is much slower in 90% cases than a 400hp one.
Once the turbo is way too big it's not enough to be at the RPM anymore, it takes ages to spool even a BB turbo with light shaft. The transient response goes to the dumpster.

Well, for one. Fun cars for little money. I've got my 1.8 20VT4 up and running and currently busy getting my map right.

With the Haldex, GTX2867R and built engine it definitely gets a smile on my face.

What about making a plate to adapt T3 manifold to the IS38 golf r turbo? Pretty sure its good for at least 30whp more than K04-064 and could be picked up reasonably used??

Why not just take the IS38 golf or seat cupra (even cheaper) in the first place? They're not that expensive anymore.
By the time you're done with your 1.8T build, DSG etc, you probably will spend close to as much as it costs...
I'm all for building fun stuff, but when the thing you want literally already exists and it costs about as much as you would spend building it (and it works better), then no point to build.
If you want to swap it into something, there's S18 immo off solution on my site. There's several Mk1 Golfs driving around with that solution and the Golf R motor, and that does 370hp bone stock with just a remap and 500hp with just a turbo upgrade, with acceptable spool. DI and adjustable cams/lift do wonders.

This applies pretty much to every engine. From a certain turbo size it's not usable anymore outside of a straight line with launch control and NLS.
It's a good idea to stop way before that happens, as after that you're making the car feel worse and objectively slower in most situations.

In the US 2015 Golf R's with north of 100,000 miles on them are priced at least $25k. AWD in a VW car over here is rare and stupid money  Sad     Good to know about the S18 imm off solution though.

So looking Garret  compressor maps and keeping in mind 1.8t, it seems to maintain some driveability + alot supporting mods 3076r should be complete maximum.

No it would not be. 3076 on 1.8T is not drivable outside of a straight line. Even on 2.2T it was a little past the limit of what was comfortable.
And why discuss 20 year old turbos?

EFR 6258 or max 6758 for 1.8T. Everything bigger pointless imo.
