E-mailed tony hasn't gotten back to me. Is there a way i can get the licensed version??

You'll need a cable with the FT232R chipset in it - it has an internal serial number that the Nefmoto software uses for licensing purposes. The FT232B chipset doesn't have this serial, hence no license can be genrerated for the cable.

How quick does the nefmoto tool write a flash onto a 1mb ecu?

MPPS for me is 2mins 20secs all the time, unless major file changes have been made.

MPPS can be made much faster than it is by default.
Select speed "fast".

Turn off checksums in the ECU completely (EEPROM + FLASH patch).
Do not calculate checksums on your files, and use mpps to write. Write times for cal area changes will be 30 sec.

Any downside to running MPPS in fast mode?  Any reliability issues?   I know 2mins 25seconds isnt long to wait but hey.
