Long story short I received this ECU to replace the original that I bricked trying to pull the PIN from. Basically any time I turn the key to the on position, whether the engine is running or not, I get activity as shown in the video below.
All of my constant power wires read battery voltage. The 12V switched wire stays powered the whole time until I turn the key off. My ground wires read very little resistance (note in the video my multimeter is reading a little off, its typical error margin is closer to 7ohms). Just for the hell of it I even tried a ground wire from the battery to the ground bundle in the ECU box with the exact same results.

Any thoughts? I'm thinking a power supply regulator is failing. Any chance of opening it up and having a shop replace them all?

I really really need to get my wife's car back up and running ASAP.
