I am going to take another unmolested 07K 906 032 xx ECU , desolder the EEPROM, immo off, and convince the customer to deal with the security light blinking on the dash.

To work with this ME7.1.1 ecu variant you must  have all 3 parts of memory dumps:
- internal CPU flash
- external flach
- eeprom
The main problem - internal CPU flash differs in every ecu even with the same part number.
Until the dumps of the processor and its eeprom are synchronized, you will not be able to bypass the immo normally.
If you switch immoff using standard way your engine starts once and work until you switch ignition off.
At next attempt to start your ecu will be dead.

Appreciate the honest help, many people are not comfortable saying 'I don't know' to particular things.  

Basically this situation distills down to '2007 New Beetle no ecu, how to retrofit used ECU'.  Perhaps I will make a new post on this.

I 'think' the only solution to this without a security light on the dash is one of the following:

1)(a) Read immobilizer from dash
1)(b) Write it into the used ECU

2)(a) Immo off used ECU
2)(b)  Connect to dash or remove dash chip and modify immo off.

I'm not sure 1(b) is currently known how to do?

I have special equipment to do all this with BMW immo is called ISN and its the DME and EWS/CAS/Etc instead of Dash.  I barely know what I am doing with BMW and as you can see I am learning as I go here with VAG.

Ahhh, so the only way this would work is if I have a used ecu that has the correct external flash for this engine/vehicle.  If I try to write the external flash (engine tuning) from the original ECU it will mismatch this ecu internally.

If you did IMMO off on the replacement ECU without having changed the EEPROM  in the first place it would have worked - provided it was the correct ECU for the car. I did this for my ST10 7.1.1 in an R32. Also, the external flash can be changed to your hearts desire, just correct the crc first.
Gremlin mentioned  that the internal ST10 flash must match the EEPROM, so keep the one that came with the replacement ecu, dont put the old one in!

I will grab a used Ecu tomorrow (I bought 3 out of 2.5 jettas). They arent the exact ecu for it but what was available.

Ill desolder 95160, read, immo off, write, resolder it.  Then write the external flash from the correct bpr ecu I have with mismatched eeprom st10.

Ill post back!!!

Probably wont work. The external flash needs to match the internal in the ST10. When I said you can modify the external flash I meant the one that came with the ecu , not one from another model. The addresses of maps wont match the code in the ST10. To do what you want you need the mpc original from the beetle to stick in the St10 of the jetta, the flash from the beetle and the eeprom from the beetle!

So since I dont have the original ecu from the beetle.

It sounds like my only move is to get the correct ecu for the beetle and do the immo off on its eeprom?

1. Get the original part number of ecu you want replace. Can be determined from VIN number.
2. Post here a list of ecu part numbers you have or can buy as used donor.
3. After analyze of above items can be get optimal way.

07K 906 032 it also says BPR beside it, does not appear this is actually part of the part number.  This vehicle has the BPR engine.

I think the BPR engine was only in the beetle.  My shop salvage parts vendor (LKQ) does not have any available. 

What is available to me right now is the following:
07K 906 032 without the BPR designation
07K 906 032 B

3. After analyze of above items can be get optimal way.

+++ If you can't get original ecu number post VIN here - will try to get it.

+++ This is old versions of ME7.1.1 ecu for 2.5NA engine.
It used on cars manufactured until middle of 2005 year.
Ecu use C167 mcu not ST10 and you can't play any 2007 BPR firmware on it.
