I haven't realy come across any locked ecus before but I don't think this is revo.
I can't read it via obd so read it in boot, when I flash a stock file I donwloaded it will not start due to immoliser not matching.

Any ideas how I can get around this tune?

Head to the immo section and either match your ecu to the immo or disable immo entirely.

Also, please put useful information in your topic next time.

ECU p/n, motor type, vehicle, model year, etc.

Copy the data from offset 0x6C00 in the revo tune into your original file.

Binary file is very similar to MED9.1 VW Golf GTI 2,0TFSI 1K0907115A 0261S02079 384458

You can compare your file to that original one and you will notice some custom code (and maybe relocated maps) at FF space close to the end of the file... (at 1E8000)
I think it's possible to "unlock" it: copy maps into original file and you will probably get unlocked tuned file.

Inside your file there are some interesting strings:
