wrong bin file...
you need 24c02 backside of ecu.
this file is 256kb to much for 24c02

not sure what youre looking at but its 256 bytes.
most edc15 ive seen are 24c04 though. actually 2x the size of his file.

ive since figured out why i couldnt do it, the chip was read wrong. i har read it as a 24c02 and not 24c04
