I found the reason. The KRKTE value depends on the ECU microcontroller frequency.
This Sharan ECU has a hardware type ME7.5 C2-2alt 1M-flash 24MHz clock.
The previous ECUs with 8-bit KRKTE value had 512K flash and 20MHz clock.
To get the correct KRKTE value, you should recalculate
factor = 0.002133333333 * 20/24 = 0.0017777777775.
Now your KRKTE will be 0.1156 (or very close to this value)
The KVB value in your ECU is defined as 262cc/min.
