It's a V6 me7.1.1 551N, 2.9L stroker, PSR g35-900, 980cc bosch, 2x 38mm tial WG, therse no MAF, mapsensor 3bar

I’ve got a "guinea pig" car I’m experimenting on; I applied the "5120 hack" and am trying to control the boost, but something is limiting it. I’m out of ideas—maybe someone can point out where I’m going wrong. I realize a lot of things here might be done incorrectly, but I’ve already tried various approaches. Basically, when I go wide open throttle from low RPM, the boost holds at 1 bar and the wastegate duty cycle stays in the low range, whereas in 2nd and 3rd gear, the boost holds at 1.5 bar. I’m simply looking for the reason why the boost won't follow the target value. I know the software setup is flawed, but I’d appreciate some guidance on the source of the problem.
