Here ya go....
So that reports the cable is a basic FTDI 232BM device that doesn't have a ChipID. The NefMoto software requires a ChipID for the licensing system. The FTDI 232R devices all have ChipIDs. You didn't buy the cable from one of the sellers I recommended did you?

I already licensed this cable with you and it works perfectly on my macbook and desktop and obviously the chip id reports properly But it refuses to work on this netbook even after reinstalling windows... That's why I'm baffled.

Have you tried each of the USB ports on the netbook?
Have you installed the official FTDI driver from the FTDI website on the netbook?

Yep, even tried the 2.08.17 beta drivers, removing the drivers, only installing the D2XX drivers, then I reinstalled windows, used the drivers posted with the installer, and same thing.

Nice Tony. I'll be donating, err purchasing shortly, once I get a car to start tuning on.

Version 1.9.1.2 fixes the problem with saving device info. Let me try one more time to take your money.

The ross-tech "KEY" cables aren't supported, but the other ross-tech cables are. The "KEY" cables don't support proper pass through mode and only really work well when using the custom ross-tech cable protocol.
